1. The Complainant should submit the Complaint Form (including the Complaint Transmission Cover) and annexes (to the extent available in that form) in electronic form by email to the HKIAC. Fill in the Complaint Form C-PH and submit it as an attachment to the email address phdomain@hkiac.org.

2. The Complainant should at the same time submit the Complaint Form (including all annexes) in paper form in 2 set (single-member panel) / 4 sets (three-member panel) together with the original copy marked "Original" via registered post to the HKIAC. The address is as below.

1. In accordance with the dotPH Uniform Domain Name Dispute Resolution Policy (“the Policy") and the dotPH Uniform Dispute Resolution Implementation Rules (“the Rules") as well as the HKIAC Supplemental Rules to the dotPH Uniform Domain Name Dispute Resolution Policy and the dotPH Uniform Dispute Resolution Implementation Rules (“the Supplemental Rules”), the Complainant shall provide a copy of the Complaint Form (including Complaint Transmission Cover and annexes) to the Respondent at the same time as it submits its Complaint to the HKIAC. The copy should be sent via the method specified by the Respondent. In the absence of such specification, the copy should be sent by facsimile transmission, with a confirmation of transmission; or by postal or courier service, with postage pre-paid and return receipt requested; or electronically via the Internet, provided a record of its transmission is available.

2. The Complainant shall provide a copy of the Complaint (including Complaint Transmission Cover and annexes) to dotPH and/or the concerned Agency at the same time as it submits its Complaint to the HKIAC.

3. The Complainant shall pay to the HKIAC an initial fixed fee, in accordance with the HKIAC Supplemental Rules to the Uniform Domain Name Dispute Resolution Policy and the dotPH Uniform Dispute Resolution Implementation Rules, within the time and in the amount required.
