HKIAC and Tashkent International Arbitration Centre launch the Cross-Institutional Rules of Arbitration


On 11 September 2023, TIAC and HKIAC launched the Cross-Institutional Rules of Arbitration (the “TIAC-HKIAC Rules”), a unique cross-institutional decision-making mechanism for administered arbitration.
Under the TIAC-HKIAC Rules the two centres will jointly administer cases, combining the benefits of HKIAC’s extensive experience in international arbitrations and high-quality decision on procedural matters with TIAC’s cost-effective service and regional expertise in the CIS region.
TIAC was established in 2018 and has been developing rapidly in line with Uzbekistan’s growth and increased foreign investment, especially in high-tech industries. TIAC’s caseload includes disputes with parties from the Netherlands, Italy, Kazakhstan, Russia, China, Turkey, Uzbekistan.  
Combined with HKIAC’s extensive expertise in disputes involving Chinese parties and growing experience with CIS disputes, the TIAC-HKIAC Rules will offer new dispute resolution opportunities for arbitration users across the CIS and Asian regions.
The TIAC-HKIAC Rules set a procedural framework for TIAC and HKIAC to perform different roles in arbitral proceedings. While TIAC will administer the proceedings, HKIAC will determine certain procedural matters in accordance with the Rules. 

Examples of TIAC’s responsibilities include:

  •  Registering the request for arbitration 
  •  Communicating with the parties and tribunal 
  •  Collecting and managing deposits 
  •  Extending time limits 

Examples of HKIAC’s responsibilities include:

  • Deciding whether to proceed with an arbitration where a jurisdictional issue arises before the constitution of the tribunal 
  • Appointing arbitrators and emergency arbitrators 
  • Determining challenges to arbitrators 
  • Determining requests for consolidation 
  • Determining requests for joinder of additional parties prior to the constitution of the tribunal 
  • Scrutinizing awards 

Apart from a filing fee of USD 100, TIAC will not charge any administrative fee. HKIAC will charge a small fee in pre-defined circumstances.

The Rules combine the benefits of TIAC (with cost-effective service and regional expertise on the CIS region) and HKIAC (with extensive experience in international arbitrations and high-quality decision on procedural matters). 


This innovative arrangement brings institutional collaborations to a whole new level.
